WINCHESTER, Ill. — A Jacksonville contractor has been sentenced to jail and probation after pleading guilty to felony home repair fraud in Scott County.

Devin Workman, 54, pleaded guilty July 27 to one count of Class 4 felony home repair fraud involving a contract valued at more than $1,000. Two additional felony charges, deceptive practices involving a contract worth more than $1,000 and theft by deception involving more than $500 but less than $10,000, were dismissed as part of the plea agreement.

The case dates to May 2025, when Scott County State’s Attorney Rick Crews filed three felony charges against Workman in connection with his business, Workman Property Preservation.

Workman returned to Scott County Circuit Court on September 21 for sentencing. Court records indicate prosecutors were not seeking a sentence to the Illinois Department of Corrections.

The court ordered Workman to serve 180 days in the Morgan County Jail, along with 30 months of probation and court costs. Scott County does not operate its own jail, so the local jail sentence will be served in neighboring Morgan County.

The conviction closes the Scott County case more than a year after the charges were filed. Home repair fraud cases can involve allegations that a contractor takes payment or enters a home-repair agreement and then fails to perform the promised work under circumstances covered by Illinois law.
