PITTSFIELD, Ill. — New documents provided to RiverNewsLive by Pike County Clerk and Recorder Natalie Roseberry are clarifying two controversies involving county government: a nearly $46,000 retirement-system invoice and a decision to limit staff attendance at county committee meetings.

Roseberry contacted WBBA and RiverNewsLive on Tuesday, October 20, supplying an August 20 statement concerning a Finance Committee meeting and forwarding a September 15 message to county officials along with an Illinois Municipal Retirement Fund invoice dated August 27.

The IMRF document identifies an accelerated payment of $45,786.76 associated with the retirement of former county employee Anita Andress. Previous RiverNewsLive coverage described the charge in connection with discrepancies between wages paid and wages reported to the retirement system. The actual invoice identifies a different, specific basis for the charge: increases in earnings during the member’s final earnings period that exceeded statutory thresholds used to calculate pension costs.

The invoice compares $94,744.15 in wages for November 2020 through October 2021 with $73,523.20 for the preceding comparison period. It also compares $96,959.38 for November 2023 through October 2024 with $85,287.42 for the prior period. Those are comparisons of earnings across periods, not proof that the county failed to report wages it paid.

IMRF explains in the document that an accelerated payment is required when certain increases in pensionable earnings create additional pension costs beyond the employer’s accumulated reserve. Some increases arising from ordinary business practices can qualify for exemptions. In her September 15 email, Roseberry said she had contacted the Health Department to pursue an appeal and intended to submit it within the allowed window.

The invoice says a request for an exemption must be received within 30 days of its August 27 date. It also says payment may be made within 90 days without interest, with additional time available subject to interest. Roseberry’s September 15 message referred to 60 days following a denied appeal. RiverNewsLive has not established whether an exemption was filed, whether IMRF ruled on it or what amount, if any, the county ultimately paid.

Separately, Roseberry provided a statement originally distributed August 20 following the August 18 Finance Committee meeting. She said her decision came after reviewing a recording and concluding that county employees had been subjected to personal attacks, ridicule and hostility that officials allowed to continue.

Roseberry said employees under her supervision would no longer be required to attend committee meetings unless their presence was necessary to perform a statutory duty. She emphasized that the decision was not a refusal to cooperate with the County Board or provide information. She said her office would remain available during business hours and asked for specific committee questions in writing at least 48 hours in advance.

Earlier RiverNewsLive reporting established that she had announced a change in attendance, but did not have her full explanation. Her statement supplies that explanation. Whether the policy has affected the Board’s access to information is a separate question that requires review of meeting records and correspondence.

Her September 15 email also addresses budget amendments. Roseberry said she intended to process approved 2026 amendments together once all had been authorized, describing the subsequent data entry as administrative. She also reported an accounting mapping error in which the risk manager’s salary was being charged to a staff line item rather than risk management, and said she was working to correct it.

These statements do not resolve every concern about the county’s accounting and financial controls. They do establish that officials had been given an explanation for the timing of budget entries and that the Clerk’s Office had identified a specific salary-coding issue. Determining whether the correction was completed requires the underlying financial records.

RiverNewsLive is updating its coverage to distinguish an IMRF accelerated pension payment from an allegation of unreported payroll, and to include the Clerk’s full stated rationale for changing employee attendance at committee meetings. Outstanding questions include the disposition of the IMRF exemption request, the final payment status and the reconciliation of county accounting records.
