JEFFERSON CITY, MO — Missouri residents who receive or apply for Supplemental Nutrition Assistance Program benefits face new documentation requirements beginning Thursday, October 1, as annual federal cost-of-living adjustments also take effect. The changes affect households throughout Missouri, including Pike, Lincoln, Marion and surrounding counties.

The Missouri Department of Social Services says people submitting new SNAP applications, renewing benefits, or requesting to add someone to their household beginning October 1 must provide documentation supporting certain expenses and financial resources. Previously, the agency accepted applicants' statements for some of those items.

Documents may include rent receipts or signed leases, mortgage statements, utility bills, childcare payment records and bank statements. A signed statement from a landlord or caregiver may be acceptable when a formal receipt is unavailable. The requirements are intended to help the Family Support Division determine eligibility and calculate allowable deductions.

Officials stress that existing SNAP recipients do not need to submit additional paperwork immediately simply because the rules changed. Households generally will be asked for documentation at their next recertification or when making a covered application change. Applications submitted before October 1 continue under the previous verification policy.

When additional proof is required, the state says it will send a request specifying the documents needed and allow 10 days to respond. If an applicant cannot document a claimed expense, the agency may process the case without the deduction, which could affect the resulting benefit amount. Proof can also be submitted later for reconsideration of the deduction.

Separately, annual federal adjustments to SNAP allotment limits, income standards and deductions take effect October 1 for fiscal year 2027. These changes do not mean every recipient automatically receives a higher payment: actual household benefits depend on income, expenses, household size and eligibility rules.

Missouri has also been implementing changes to federal SNAP eligibility and work-related rules under legislation enacted in 2025. Recipients should review notices from the state about requirements applicable to their circumstances rather than assume that every household faces the same obligations.

The Department of Social Services says documents can be submitted online through its Family Support Division portal, by mail, or at an FSD resource center. Residents with questions can visit dss.mo.gov/food-assistance or telephone 855-373-4636.
