COUNTY APPROVES CONTRACT, GRANTS — DEBATES SPENDING AND BUDGET CONCERNS

PITTSFIELD — The Pike County Board approved multiple appointments, contracts, and grants during its latest meeting, while also raising ongoing concerns about budget deficits and future spending.
Board members approved several appointments, including David Gay to the County Farmland Assessment Review Committee, along with multiple positions on the Pike County Planning Commission and a rural fire protection district.
A key action came with the approval of a new police protection agreement between the county and the Village of Pleasant Hill. The contract is expected to generate approximately $57,000 annually in revenue for the county, with sheriff’s deputies providing coverage without requiring additional staffing.
The board also approved nearly $9,400 in tourism-related grants, including funding for the Pike County Historical Society, the Western Illinois Fair Association, and events at Heartland Lodge.
On the infrastructure side, the board approved a $24,890 engineering agreement for a required historical survey of a structure over Flint Creek, a step needed to meet federal and state permit requirements.
However, much of the meeting focused on financial concerns. Officials discussed a projected budget deficit for the current fiscal year, with estimates ranging into the hundreds of thousands of dollars depending on final expenses and revenues.
The board also began early discussions on the 2027 budget, asking department heads to start preparing projections as the county looks to better manage spending moving forward.
Several major public safety decisions—including ambulance fee increases, equipment purchases, and staffing-related expenses—were tabled until next month to allow for further financial analysis and revenue projections.
Ongoing issues with county payroll and accounting systems were also debated, with officials acknowledging long-standing challenges in integrating software and financial tracking systems.
