LOUISIANA COUNCIL PAY RAISE, CODE VOTE MONDAY

LOUISIANA, MISSOURI — The Louisiana City Council will meet Monday, February 23 at 6:00 p.m. inside the second-floor Council Chambers at City Hall, with a full agenda that includes ordinance changes, adoption of a new city code, infrastructure updates, and employee pay increases.


According to the posted meeting notice, the meeting was called by Mayor Tim Carter and will include routine items such as roll call, approval of the agenda, approval of minutes from multiple January meetings, and departmental reports. Reports are expected from the Mayor, City Administrator, Enterprise Director, Fire Chief, Police Chief, and various committees.


Among the key action items, council members will consider Bill No. 7249, which amends Section 235.010 of the city’s code related to the solid waste management program. The proposed change clarifies that the “Director” of the program will be the Enterprise Director rather than the City Administrator, updating the administrative structure for oversight of the city’s solid waste operations.


The council is also expected to consider Bill No. 7250, an ordinance adopting and enacting a newly codified Code of Ordinances for the City of Louisiana. The adopting ordinance establishes the comprehensive code while outlining exceptions for certain types of ordinances, including tax levies, bond authorizations, zoning regulations, traffic schedules, personnel regulations, and other specified categories that would remain governed separately. The ordinance includes enforcement provisions and establishes penalties consistent with Missouri law.


In addition, council members will review Resolution No. 03-2025, which authorizes a pay increase for employees in the Street and Grounds Department. The resolution proposes raising hourly wages for those employees by an average of $1.70 per hour. If approved, the increase would take effect February 26, 2026.


Other agenda items include an emergency worker and firefighter recognition, a treasurer’s report, updates on the Clearwell Level Sensing Upgrade, Raw Water Intake Telemetry, South 5th Sewer matters, old and new business, media clarification, and possible closed session under Missouri law.
