WINCHESTER — Voters in Scott County will see contested Republican primaries this year in the races for sheriff and county treasurer, while the county clerk and commissioner positions remain uncontested.
Three Republicans are seeking to replace retiring Sheriff Tom Eddinger. The field includes Winchester Police Chief Steve Doolin, Illinois Department of Corrections Sgt. Caleb Handy, and longtime Scott County Chief Deputy Robert “Bob” Smith. Each candidate highlighted law enforcement experience, budgeting responsibilities and community visibility as key qualifications. Doolin emphasized proactive patrol and grant exploration, Handy focused on transparency and strengthening existing programs, and Smith pointed to his decades of full-time law enforcement experience and employee retention as top priorities.
In the treasurer’s race, incumbent Shelley Whewell faces challenger Katherine “Kathy” Simmons. Whewell, who has served six years in the treasurer’s office, stressed financial stewardship and maintaining accurate records. Simmons, an accounting professional and Scott County native, said she wants to bring accountability, transparency and a community-centered approach to the office.
Republican Robert Schafer is running unopposed for Scott County commissioner, and incumbent Brooke Smith is unopposed for county clerk and recorder. No Democratic candidates filed for the local offices.
The primary election will determine the Republican nominees for the November ballot in Scott County.
