WINCHESTER CITY COUNCIL TO DISCUSS UTILITIES RATES PROJECTS AND ORDINANCES

WINCHESTER — The Winchester City Council is scheduled to meet at 7 p.m. today at City Hall, where members will discuss a number of city issues ranging from infrastructure projects and utility billing changes to potential ordinances and development items.


One agenda item includes a discussion with Greg Hillis of Benton & Associates regarding pending projects in the city.


City officials will also hear from Public Works Superintendent John Simmons regarding several operational matters, including issuing cleanup citations, a proposed extension of a two-inch gas main off Willow Drive, installation of a two-inch service line to Daw’s Monument, a contract involving Scott County Rural Water, a proposed west end “Welcome to Winchester” sign, and a follow-up on repairs related to a pool pump.

Mayor Rex McIntire is also expected to lead discussions about several city policy issues, including the possibility of changing the due date for city utility bills to the first of the month, proposed increases to gas and sewer rates, and an ordinance that would require basic utility fees to be charged even if service is disconnected. The mayor will also discuss a proposed Lincoln statue and a resolution connected to an upcoming gas supply agreement related to a discount program.


City Attorney John Paul Coonrod is scheduled to discuss several legal and administrative matters with council members, including excess liquor licenses, potential community project funding for improvements to the town square, and a proposed ordinance addressing service connection fees.


Following the open portion of the meeting, the council is also expected to enter closed session to discuss personnel matters.
